The Bangladesh National Building Code (BNBC) provides minimum standards and guidelines that address different aspects of building construction, which include building layout, construction materials, foundations, and safety. The BNBC follows the recommendations of other internationally used codes, which include the American Concrete Institute, the German Institute for Standardization (Deutsches Institut für Normung or DIN), the British Standards Institution (BSI), and the Eurocode: Basis for structural design (EN 1990) all of which are discussed briefly by Hodgson et al. (2016). Drafted in 1993, the BNBC was revised in 2006 to provide minimum standards for new construction.

The guidelines developed by technical experts (structural engineers, fire safety experts, and so on) from BUET on behalf of the NTC, the United Kingdome based consultancy firm Arup on behalf of the Accord, and the U.S. based consultancy firm Walter P. Moore on behalf of the Alliance. These organizations also have been responsible for conducting structural vulnerability assessments of the RMG factory buildings. The guideline document has been prepared in relation to the BNBC (1993), since the code had been in force at the time of construction of most of the factories (Hodgson et al. 2016).
